It was compiled by David Salo and is based on the Quenya Lexicon. The Quenya Lexicon is one of the earliest wordlists that Tolkien ever created. Some people do not accept it, as Tolkien's concept of Quenya's grammar changed over the years. Unfortunately, Tolkien just didn't create enough words for his later revisions of Quenya. Personally, I think that it's perfectly acceptable for writers to use these old QL words. Elfhild, thanks for sending this great link to Quenya names. While some might not accept this as "canon," I think the wordlist is quite relevant. I am always looking for names and words. I can see potentials here for nice names for people, animals, places, etc. Thanks again, my little melda fúmella. ;D
